I have a 16 bit dll written with c++, written in 1996, for an old application.
The current version of the same application will not access this dll, because the current version is 32 bit,
and the old version was 16 bit, when the custom dll function was written.

I need a programmer to convert the dll to 32 bit.

Can it be done for a fee of course.

For hiring software developers for a single project checkout http://www.freelancer.com add your specification and developers will bid for it.

You might as well check for programmers who are willing to do services from you in oDesk. It's also one good place and it's a legitimate outsourcing site. For reviews of oDesk, freelancer and other legitimate outsourcing sites, you can visit this link: http://www.timedocto...how-to-use-them These reviews are base on experience so it's really tested.

You can also read some tips there on who and from which country are the best programmers in C. To mention some, people from Russia are very good at programming but have higher rates. People from Philippines and India are good too and they have lower rates. You can check their profile pages so you can evaluate them base on their ratings, feedback and experiences.

Also, take note on the tips on how to post an effective job so people who will read it can understand the job posting.

You can either hire someone or outsource the task as well. In both the cases, it becomes important to track & manage all your employee or workforce time. You can find several tools online that can help you to effectively manage all your time. I would suggest one such easy to use project time management sofware that has been quite productive and efficient for us.

At the same time, you can find some good resources online to find more on hiring people for C++ and that could help in making better job post across.
