You can also try odesk and elance. They are legitimate outsourcing sites too.
Piece of advise: since developers will bid for your project, never be tempted with the lowest bidders. Keep in mind that you are monitoring them at a distance so it's quite difficult to control. Also remember that you will get what you pay for, so think about it. "Rule out lowest bidders" as what this article says. It's actually one of the many guidelines in outsourcing. Other guidelines include carefully interviewing them, feel their attitude. Consider reviews and feedback and ratings from previous employers--you can check that in their profile.
