I just purchased a new 'puter (desktop) with windows home premier 64 bit. I used to have XP and Outlook Express worked fine for me. I would appreciate some input on the best/most appropriate app for my new hardware

any recommendations?

Win7 does not include a email client and you are free to use which ever you want. If you want to stay with Microsoft they offer Windows Live Mail located HERE. :D

Windows Live Mail brings together multiple e-mail accounts, calendars, and more into one easy-to-use program. It replaces Outlook Express and Windows Mail. Additionally, Windows Live Mail is part of Windows Live Essentials.
