Re the connectiviity problem
I suggest you start in safemode with networking and see if the same difficulties occur.

i got the error:

The lease for the IP address 10.0.0.1 for the Network Card with network address 0x485B396C19F0 has been denied by the DHCP server 10.0.0.138 (The DHCP server sent a DHCPNACK message).

Start in normal mode
Open a conmand prompt
type
ipconfig /all.

then type
ping 10.0.0.138
note if any packets failed of the 4 sent and you should then have received.

on the result of ipconfig /all
ping the IP address and then ping a website.
See if those are also successful or not.

You did not reply to is this computer part of a home network
If it is ping the other computer
Is this successful
Then from the other computer ping your computer.

If any fail
post the results please.
IF THE COMPUTER IS NOT PART OF A HOME NETWORK

I would then go to the network adaptor, right click, properties and the again click properties having selected TCP/IP v4. Now check that the setting is for automatically acquire adress and the same for DNS server.
Whilst there click the advanced button and check that DHCP enabled is checked and on the WINS tab check that NetBios setting is on default. as on this link

If all is right there.
I would then uninstall, the network adaptor, reboot and windows will find the hardware, and reinstall the driver.
If still no success
on a command prompt type
ipconfig /release

ipconfig /renew

ipconfig /flushdns

Enter after each command.
