CMD prompt error in Vista

When I login to my just reformatted Vista PC I get the following message in what "looks like" a very small DOS window:

c:\Windows\system32\cmd.exe
ERROR: Access is denied.
ERROR: Access is denied.

As soon as Windows populates the screen vanishes.
I have not downloaded any programs to the system, yet.
PC has not been on the net.
I have not added any files.
I have not tried access DOS
It is a clean install.

What can cause this?

Try starting Windows in safe mode (keep tapping F8 as soon as you turn on the PC, then select 'Safe Mode' from the startup menu).
If that boots ok it could be third-party firewall and/or antivirus that's blocking the cmd.exe file.
