I am doing this on behalf of a friend. His computer started to stop him from accessing web pages, not the internet just the pages. It said that they were all dangerous to his computer. As far as I know he did not have any AV software installed. I told him to run a windows defender scan and it gave him an error message. Then another message popped up saying system hijack. I am kinda new to computers so I told him to shut down and stay that way just incase it was a botnet or something sinister. Really need help...

ask your friend not to try out any antivirus on his own Doing so may cause problems for your friend and possible the person who would help you get rid of this problem
