where can i find this folder or files to delete im a huge noob my apologies

It does not matter because there will be no access to them once the restore points are deleted.

Just realised you have Windows 2000 so it did not have restore points., as in ME and XP

I am not familiar with Windows2000., so apart from what has been said I have nothing further to add.

However - Good luck with it.
