Question about psu fan.

I just got a refurbished computer a Lenovo ThinkCentre M52 8113 and I noticed that when I put my hand on the back of the Computer near the vent where the psu is I don't feel any air coming out. Are you suppose feel air coming out of the back of you computer where the psu is.? I looked and I see the fan spinning but I was thinking maybe it's just really weak. It also says in my bios that fan 2 is not operational. I just want to know if it is normal to not feel air coming out the back so I know If I should exchange it for another one.

Normally you should feel the air. You can try using a thin piece of paper or ribbon to see if it moves it, but it sounds like the fan is not working properly. I would talk to them about it since you don't want to have a problem in the future.
