PCI diagnostics card question

I ordered a PCI diagnostics card that is supposed to give you error codes for malfunctioning hardware

I want to know if the card will generate codes even if the motherboard is not hooked up to anything (PSU).

the motherboard is OUT of the case with the CPU still mounted on.

i know for a fact that my PSU is dead so there is no point in hooking the pin connector to the motherboard
