I just built my pc and when i start it up everything seems to start up and i can get into bios, but then it goes to a black screen with a blinking white cursor in the top left and i can't do anything else. I tried changing the boot order and booting with a win 7 install disk and a bootable usb, the optical drive seems to spin up on start up and then spins down and i get the same black screen with blinking cursor.

I have tried plugging the optical drive into different SATA ports to no avail.

Does anyone know what the issue is?

I thought the harddrive was formatted and partitioned if needed during the OS installation process, but the OS installation doesn't even start. Do i have to format/partition in the bios?

What you need to do is enter the BIOS and change the boot sequence first, see below;
To change Boot Sequence in your BIOS (for installing a new OS have your boot disk in the drive read).
Reboot the system and at the first post screen (where it is counting up memory) start tapping the DEL button
This will enter you into the BIOS/CMOS area.
Find the Advanced area and click Enter
Look for Boot Sequence or Boot Options and highlight that click Enter
Now highlight the first drive and follow the directions on the bottom of the screen on how to modify it and change it to CD/DVD drive.
Change the second drive to the C or Main Drive
Once that is done then click F10 to Save and Exit
You will be prompted to enter Y to verify Save and Exit. Click Y and the system will now reboot with the new settings.
Once you have done this you should be given the option to do either a quick or full format using NTFS and select a partition including the size of the partition, I always do the full NTFS but the size of the partition depends on the OS and the storage capacity on the HDD.

Where did the installation disk come from?
Is it a installation or upgrade?
Retail or OEM
Downloaded, ISO, burned
Is it a Recovery disk from another name brand system?

I bought Windows 7 from my university's online store, downloaded the iso, and burned it onto a dvd. I have also tried creating a bootable usb drive with the iso all resulting in the same black screen with blinking cursor.

OK how are you burning it?
You can't simply burn a data or bootable disc. It will not work that way.

I'm thinking it is a way the iso is being burned to the disk.

Ok, so i ran out and bought a hard copy of windows 7 so i wouldn't have to worry about burning the iso on a dvd, but i still have to same problem so i'm assuming it's not the dvd.
