I would also like to point out that every time I watch a video on ie, it jumps up to well over 300,000. is that significant?

Go to drivermax download and run their programme - this will allow you two free driver downloads per day
Once it has run then take the Video driver and see if that improves your performance

Didnt work. There's still lag between windows when scrolling up and down and when watching videos online.
