I have Windows Vista Starter OS. When i download something and reload it says cannot find shortcut, can u tell me why?

Not enough information, what are you downloading and what have you tried?
You cannot create a shortcut for a file that you have downloaded unless the download was self extracting or you have extracted the download manually.
Go to Start > User name (Dacosta) > Downloads > Open/Extract the download and you should then be able to create a shortcut that can be found.
