Windows 7 denies access to restored files

My old computer with XP died. Had Carbonite. Got a new computer with Windows 7. Windows 7 says I don't have permission to access the folder.
I've set ownership to all 4 of us. We are all administrators. I have set the security to allow access to everyone.
I am not the only one having this problem.
If you go to Microsoft's site, their forum has dozens of threads on this same topic and Microsoft has no solutions.

If that doesn't work try creating a folder C:\Restore, then try to restore the XP files into that folder.
