Cannot connect devices or Install windows updates

When ever i connect a device i.e iphone, itouch, usb etc six of the same errors pops up "windows cannot access specified device path or file you may not have appropriate permission" with the title C:\windows\system32\dinotify\.exe. I have been through all the troubleshooting methods with windows, i have check my permissions and they are all set to full control. Also when i try to install windows updates it fails. I have ran anti virus and malware checks and nothing has come up, can someone please help me out. Thanks
