Cooling Fan Races

I have a desktop HP. Its cooling fan sometimes races. Not all the time. Not often. But sometimes it races wildly and sounds like a jet about to take off. After a few minutes it returns to normal operating speed. I have opened the case and cleaned it. Vacuumed all dust from inside the case. Made no difference.

The fans are controlled by the MB according to how hot it is...same deal with the CPU fan.

it spins faster the hotter it gets to keep it cool... you can turn this off in the bios but the fans will run at 100% all the time.
or TRY speedFan it has a manual fan speed if your MB supports it.
