Can not open any programs

I can access the internet,but can not open any programs or folders.
I can not open any programs,run spyware programs,my computer freezes,etc.
I can not open any programs on the start menu,or do system restore.
I really need help

Can you open safe mode and if so.....

Have you tryed doing a restore from safe mode?

I tried,but it said that my system restore is off,I can not turn it on in safe mode

Ok so someone turned off system restore...... you say you can go online? why not try a virus scan online? trend micro or housecall

Ok so lets assume you dont have any viruses. You cant restore. the only other option in your case is probably a repair install. Do you want to try this? Youll have to have your restore disk. If its a windows CD look here for instructions :

If its a restore disk from a manufacturer like dell, gateway, HP or emachine, use it and follow instructions.
