I cannot access the internet due to the following message I receive on my laptop Acer with windows 7. I get the following message. Can anyone help?

User Account Control. Allow the following program from an unknown publisher to make changes to this computer.
Program name msiexecs.exe
Publisher unknown
File origin: Hard Drive
Location C:\windows\sys wos64\msiexecs.exe-sb
C:\Program Files (x86)\internet explorer\ internet explorer.exe

Pressing Yes gives the message - Internet explorer emergency mode. PC may be infected with malicious software and browser couldn't be launched. You may use Internet Explorer in emergency mode - internet service browser of microsoft windows system with limited usability. Some site refuse connection. Then, I get nothing.
