Windows Recovery Virus keeps coming back

My power supply crapped out and I installed a new one one week later. Upon turning on the PC my virus signatures were out of date and I think that's were the Windows Recovery Virus came in. I was running windows security essentials. I ran malwarebytes and it found the virus. It said it was deleted but after rebooting (malwarebytes asked to reboot after scan). The virus keeps coming back. The icons are gone from my desktop and from time to time especially when running a virus scan the computer shuts down. I also get redirects running IE.
