Could you run the fixit on this page- it will work for all versions

If that should fail then try this

Perform the following steps:

1. Click Start, type Notepad in the Start Search box, and then click Notepad in the Programs list.
2. Copy the following text, and then paste the text into Notepad:

sc config wuauserv start= auto
sc config bits start= auto
sc config DcomLaunch start= auto
net stop wuauserv
net start wuauserv
net stop bits
net start bits
net start DcomLaunch

Click File, click Save As, and then type Repair.bat.

3. In the Save as type box, click All Files (*.*).
4. In the Save in box, click Desktop, and then click Save.
5. On the File menu, click Exit.
6. Right -click the Repair.bat file that you saved in step 5, and then click Run as administrator. This action starts the required services. If you are prompted for an administrator password or confirmation, type the password, or click Continue.

Then retry the firewall

Did you have Norton on this system prior to the infection

Could you post the OTL extras text please - it should be with the normal log

Nope. The only program (virus scanning program) I had before the infection was Microsoft Security Essentials, I guess I should have gotten something better...

That showed that the registry settings for the firewall were correct

OK lets update to SP2 and see if that will reset it for us

Service Pack 2 for Vista download and install and then see if the problem resolves itself

I don't have enough time at the moment to download the service pack cause I have to go to work soon. But one thing is that anything I tried to download off Microsoft and update my computer with for Windows 7 64bit came up as "Not applicable to this computer." I'll try the service pack after work. Which one specifically should I try? There's all these options.

Five Language SP2 Stand-Alone Download
The Five Language SP2 Stand-Alone download is for computers with one or more of the following five languages: English, French, German, Japanese, and Spanish. If your computer has any other language installed, this option will not work.

Stand-Alone Version (x86)
Stand-Alone Version (x64)
Stand-Alone DVD ISO (x86, x64, ia64)
Stand-Alone Version (ia64)

All Language SP2 Stand-Alone Download
The All Language SP2 Stand-Alone download is for computers with any of the 36 supported Windows Server 2008/Windows Vista languages.

Stand-Alone Version (x86)
Stand-Alone Version (x64)
Stand-Alone DVD ISO (x86, x64, ia64)

Yeah. So the same thing happened when I tried to instal the SP2. I get an error reading "Not applicable to this computer." And I recently got redirected again when I was surfing the web. I don't think the problem is gone. =/

Could you start your computer and go to the safe mode menu.
Do this by restarting and immediately pressing and holding F8
On the menu is there the option to Repair my Computer

I've done that, but which repair option is it you wanted me to choose? I am starting to think I'm gonna have to get a portable HD and reload my computer.

Select repair windows
Then select command prompt
At the prompt type the following bolded text
sfc /scannow (Note: There is a space between sfc and /scannow)

On completion reboot

I tried to run the sfc in the command prompt. It runs for about 5 seconds and then comes up with a notification reading.
There is a system repair pending which requires a reboot to complete. Restart Windows and run sfc again.
I've restarted and retried running it again three times.

Yes. I don't know if this helps at all. I downloaded a program called Malwarebytes' Anti-Malware. I ran a scan and it didn't find anything. But everytime i get redirected the program blocks the redirected site as a "Potentially Malicious Site" Port:55478 Through firefox.exe.
