Laptop hooked up to TV with VGA cable keeps refreshing

I'm trying to watch movies on my tv using a VGA cable connected to my laptop. The problem is, the picture crashes and refreshes and the tv displays the resolution (Samsung tv and toshuba laptop). Any ideas on what would fix this or what's causing it?
