obnoxious desktop behavior

My friend's laptop runs Windows XP Home Edition. In order to launch a desktop app, you only have to position the mouse cursor over its icon, rather than double click on the icon. This is as obnoxious as [bleep]. How do you turn this off? Thanks for any help.

Go into your drive C: and choose TOOLS in the menu on top of the page and then select FOLDER OPTION and in the Tab GENERAL you have the choice in the last box of one click (point to select) or double click (single click to select)

or try to go into the Control Panel / Printers and other Hardware / Mouse and see in the options if you have any settings to modify your specific mouse.
