how to fix windows root system 32 hal dll WITHOUT CDROM

when i started up my computer, it gave me a black screen with the following message
"Windows could not start because the following file is missing or corrupt:
<Windows root>\system32\hal.dll.
Please re-install a copy of the above file"

i tried using the cd to fix this problem and it said that my cd rom could not be read. what are my options and how can i fix this problem without a cd?
