Display properties tabs missing

i was infected with a trojan, about a month ago i got rid of it but my display properties are messed up. my background used to be a blue one with "u hav been infected by a trojan" i managed to change that. heres a picture of my current background and display properties.

as you notice the wallpaper doesnt fit the full page
