Windows Firewall setup for Outbound connections

Hello,

I am trying to setup Windows Firewall to block Outbound connections but allow only the ones I want. This is done by choosing "Block" under the properties window (after selecting the profile I want). My issue is, I then must create a rule for each program/service that I want to communicate. Is there a way to have it "popup" with allow/deny options when a program tries to establish an outbound connection so I don't have to sift through hundreds of programs and find the path to each one?
