new computer...hiccuping?(don't know how ot explain)

like i said i don't really know how to explain it but the first few days i had it worked perfectly but now it kinda hiccups or skips every few second gets kind of annoying just stops for a few frames then continues where would be does on webpages games music but it's really noticable when watching a video any ideas why?

You need to provide information about your computer, this includes is it
a laptop or desktop, is it a custom build or brand name such as Dell or HP
and if it is provide the model name or series number, motherboard , PSU
and any add on card details would also help others to help you better.
