CToolbar.exe can't delete!

Hi i have tried to delete this from my computer running vista but it won't let me delete it, and when i try to open IE it pops up saying CToolbar.exe has topped working programme will close, please help as this has stumped me, i have run malwarebytes but it has found no malicious software. thaanks and regards, johnny
