Can't get a new window to open

Chello, at 1st I thought maybe it's me (since I've had a head injury in the military), but now I've noticed that this happens to matter which site I'm on. whether it's pogo.com. facebook,or any other site, even if I get a website sent to me in an email from a someone I know. I click on it or the game and I get a window to pop up, but, no matter how long I wait, it never opens. I have my java updated, my antispyware updated, and do a scan weekly, I clean my cache, and everything else. I used to be able to do this, without any problems until up about 3 months ago. And I've added anything new to the computer; so please help me to fix this. I plan to start school online this fall and I would really like this problem fixed before then.
