According to the dell website 6 beeps means the keyboard controller failed.

I think there is more problems than that. This really sounds like you either have a failing power supply or the motherboard is going bad. It could also be that the HD is getting bad sectors. First try a different keyboard, then a different power supply. Next would be to replace the HD, and the last resort is replacing the Motherboard.
Since this is a old 845 chipset computer it would be easier to just buy a new computer than to spend more than $200 to fix it.

If I may add to what SRX660 has advised, below is a link to the diagnostic lights and beep codes for the Dell 4300S
http://support.dell....e.htm#wp1114558 you will notice that there is no continuous 6 beep pattern, which beep pattern on the list is appropriate to what you hear, also the diagnostic lights are either green, yellow or off with no orange, is it possibly green, yellow, yellow, yellow!
How many sticks of Ram are fitted 1 or 2? If 2 try 1 stick at a time, any change?
To help you with this here is a link to the user manual and please follow this safety guidance before and whilst checking the Ram;

Disconnect the power cord from the wall and take anti static precautions before touching anything inside, you can do this by touching a bare metal part of the case.
I would also take the opportunity to clean out any heat trapping dust inside the case including if you have an add on AGP video card remove it blow out the slot and then reseat the card securely, make sure all internal connections are secure and replace the silver CR2032 battery on the MB (see .jpeg below) in case it has failed due to its age, if you do get your screen back on boot up you will need to go into the BIOS, reset the time and date, press F10 to save and then Y to accept the changes.
