Cannot Install programs - Error mesage

Hello,

I recently did a fresh install of Windows XP on my computer. I recently tried to install a pdf writer program and received the below message.

C:\DOCUME~1\T\LOCALS~1\Temp\is-2MFMQ.tmp\Driver\x64\PSCRIPT.HLP

An error occurred while trying to rename a file in the destination directory:
MoveFile failed; code 32.
The process cannot access the file because it is being used by another process.

Click Retry to try again, Ignore to skip this file (not recommended), or Abort to cancel installation.

The problem is that I was downloading this program for the first time, so I have no idea what "The process cannot access the file because it is being used by another process." means.

Please help, I did a fresh install of XP because I was having user permission issues that spiraled out of control, and I am afraid that this botched pdf installation is related to my previous issue.

Is this XP e32 bit and are you sure the program you are trying to install is NOT for 64 bit.
