Auto Dim screen with webcam

The title is self explanatory, but just a slight elaboration, I have a desktop computer, with windows 7. I'd like to have a program that either makes the desktop dim depending on the hour of the day, or (preferably) using a webcam to see how dark the surroundings are, then adjust the brightness accordingly.

Any help would be appreciated!!!

this might be along the lines you want. Does nothing with webcam though, but dims the display darker as the day goes on.
