Windows XP MCE Suddenly Slow HiJack File.. [CLOSED]

Hi, my computer has been running really slow, i've tried a number of things that have been advised from this forum however none of them have really worked... whats happeneing is that the CPU seems to be lagging programs.. for example i'll click on something an it'll open, but then it'll just sit there until the computer decides it wants to run it (can be upto 5 minutes) then it'll run fine.

This is mainly when starting the computer up, as it loads the background wallpaper then it just sits there waiting... then all of a sudden explorer will actually work although its been in the processes all the time.
