Internet running slow!

All of the sudden internet on my PC (Windows XP) started running slow. IP offers me a connection 10Mbps (download), but when I do a speedtest I get 2-3Mbps each time. I tried connecting my laptop (Windows 7) to the same internet, ran a speedtest and the connectivity was almost 10Mbps, so it has to be something with my PC. Any ideas what might it be? I'd appreciate your help. Thanx!

I might add that IP recently increased internet speed from 6Mbps to 10. Maybe this will be a stupid question, but does it have to do something with a netcard?

Who or what is IP?
Do you mean ISP, your internet provider?
