Mouse wheel scroll resets every reboot

I am running Windows XP SP3 and it keeps resetting my scroll speed to 1 every time I restart the laptop. I think it's quite odd considering the default scroll speed for windows xp is 3. I think the synaptics touchpad driver I have installed may be interfering with the settings. The reason I don't want to uninstall it is if I do that, I can't use the more advanced controls that it has. If I could get some assistance in figuring out a solution it would be greatly appreciated.
