So should I format my drive to exFAT?

Is it seen with the computer system after formatting it to exFAT?

Yes the computer can see it and I can also access it through the computer on FAT32, NTSC and exFAT

OK IMO there has to be something wrong with the console then. Everything is seen on the computer and another game console. Nothing is seen on the 360 so it has to be a issue with the 360.

Well i've tried two thumb drives on the console, they work fine

The only other suggestion I can offer is to wipe the drive completely using DBAN.
Then start over with creating a small partition and then format it using FAT32.

I have already wiped the drive using DBAN before, that is how I got rid of the 55MB Partition that wouldnt go away in windows

Do you have access to another hard drive that you can try?

In other words can you borrow a external hd from someone to see if your 360 can see it?

Well I've tried my 4GB USB Thumb Drives formatted to FAT32
I dont have another hard drive but I have a storage drive on my computer that I can put inside that enclosure to make it from SATA to USB

I just don't know then. It works on everything but the 360 so that tells me the enclosure and the drive are working.
Other USB devices work on the 360 so that tells me the connections are working.
It just doesn't like that hd I guess.
