My netbook's battery died on me a few months back, and I just left it, as it was pretty late at night. I woke up the next morning, and put it on charge. After two hours I opened it back up and started it. It loaded fine, then flashed to a blue screen with writing, then in the space of a second it flicked off. The netbook restarted and went to an error page, that gave me options to:
Launch Startup Repair To Fix this Computer (Reccomended)
Start Windows Normally.
The latter, will just repeat the paragraph above.
The first option will take you through Startup Repair, which will fail. It will then take you to an error page and when I clicked on "Problem Information" it gave me this:

After trying through System Restore, which said it had no restore points when the day before it had, and all the other options, I just gave up. I've even went as far as buying an external disk drive (as its a netbook, no drive.) and putting the recovery disk in. The writing on the front of the disk is:
Driver V12.0E
It is definately a Windows 7 Disk, because it has the Windows 7 Logo near the bottom of the disk.
And at the bottom it has:
SN: 6310500018+999 - Though I think that's the support number.
I think/know that the Startup file is corrupt, and so's the repair file. What should I do? I've tried everything, including Command Prompt, going into EVERY drive the netbook has, and attempting to get it to boot FROM the CD.
