At startup an error pops up.

BTTray.exe -System Error X

The program can't start because BtBalloon.dll is missing from your
computer. Try reinstalling the program to fix this problem.

As far as I know, I think it's something about Bluetooth. My computer crashed and I had to recover some things but I don't know how to fix this on
Windows 7.

I found a solution, but not for my Dell laptop with Windows 7.

So it looks like all we need to do is get your Bluetooth drivers installed again.

What model Dell laptop do you have? Please be as specific as you can (you could even PM me your service tag from the bottom of the laptop) so we can find you the right bluetooth drivers from support.dell.com!

Bluetooth Driver for 64-bit Windows 7

Here ya go! Let us know if installing this driver (and rebooting your computer, of course) fixes the issue!
