All of a sudden! Anytime I click on a “hyperlink” I get an ugly noise and the message, “This operation has been cancelled due to restrictions on this computer. Please see your systems administrator.”
Please, what do I do to get rid of this new oddity and allow me to go to hyperlinks?
I am using Win7 and Office 2007.

If you installed the google Chrome browser and then uninstalled it it can cause the problem you have. reinstalling google chrome usually fixes the problem. Many times it is just a file re-association that is the problem. You could try this fix.

Another thing it may be is your "Group Policy" settings. Try the above first.
