Hello Big,

You would first start by downloading an FTP Server. It's up to you which one depending on the level of security you want to produce, but if you are going for ease and don't really care about security, you could try http://www.bpftpserver.com/. This is an easy to configure FTP server that is shareware.
Your friend would need an FTP client, I recommend http://flashfxp.com/

If you are running a router, you would need to use port forwarding to open up port 21 TCP to allow those incoming connections. Then after you configure the user/group names, and what they have access to, you are ready to start the server. There should be step by step documentation on the Bulletproof FTP Server website.
