Internet Home Page Wont Set

when ever i start internet explorer, the home page is set to http://81.211.105.9/index.php?v=1 and i cant change that no matter what ive done, ive tried deleteing all the cookies and files and clear the history and restore the defaults but whenever i restart the machine it just goes back to that same site, what should i do

Sounds like spyware. See Spyware Tools in my signature. If the Spybot and Ad-aware programs linked there don't fix it, post a Hijack This log (also in sig). <_<
