Win xp computer is really slow

back agian my desktop was disconnected from the internet for a fewe month and i just figured how to reconnect it and i did but now it slow and the ram isnt going up i neeed help

What do you mean by ram is not going up?

Restart the computer in safe mode w/networking. Is it still slow?

sorry i ment cpu it stays at like 10% but nothing responding
