At my office desk I have 1 ADSL line but would like to connect my desktop and laptop for Internet access at the same time. Is there a splitter I could use for this or is other hardware required to be able to run a connection on both computers at the same time?

You can't split it like that. You need to use a wireless router. Connect that to the phone line instead, set it up and then the laptop can connect wirelessly as could the desktop if you have a wireless card in it.
