Cannot run any .exe

Ok I cannot run ANY .exe files at all, I get the message "the dependency service or group failed to start" obviously this is frustrating, I cant run any new programs to fix anything or even run OTL like this site tells me to.
I have no restore points that doesnt have the same problem and I cant restore the laptop to factory settings because i need a disk or something I cant remember.... any help?
I'm running windows vista.
