Frozen computer; blue taskbar?

Hi

Posting this from my brother's computer. My computer has suddenly acted up. When it starts up, it loads the desktop and wallpaper, but then the taskbar pops up blue, and some of the icons on the desktop don't load properly, and if you click on something, it just loads and nothing is able to open.

Don't know if it's a virus - Avast is installed, updated and working.
Or if the computer has no RAM left, and clogged with too much garbage.

Tried going into safe mode, and it wouldn't go.
