Need to restore factory settings without CD, Vista OS and Toshiba lapt

My cousing game me his old laptop and the restore cd but I get an error message when trying to use the cd so I'm wondering if there is a way to restore factory settings without the cd.

Toshiba Satelite A215-S5808
AMD Atholon 64 X2 Dual-Core Processor TK-55 1.80GHz
RAM 1.87GB
Memory DDR2 2GB
1GB Hard Drive
Vista Home Premium 32-bit

There restore disc error message is 03-EEEE-0000.
I looked for help on the Toshiba forums but didn't find anything that worked.

Here's what i have tried:
Shut down then while holding the zero key power up.
I get a screen telling me to either
Choose an OS
Press F8 for advanced options.
Ramdisk Device Options
Windows Memory Diagnostic

Ramdisk Device Options doesn't give any options that let you restore from factory settings without the cd.
There may be nothing I can do short of purchasing a new CD but it never hurts to ask.

Each Toshiba A215 has a pre-installed recovery utility that can restore the computer to its factory configuration. The recovery process erases any programs or data that were not pre-installed on the computer.

Thanks for the links. I don't get any options for system recovery except using the CD. Here is a screen shot of what I get when i go to the System Recovery Options.

I read that a reconditioned Toshiba may not have the pre-installed recovery utility but as far as I know this one was not reconditioned.

From my experience Toshiba is pretty good to work with, why not call them directly and get yourself a set of discs so you have them in the future too.

I did but since it's no longer in warranty they want $50 to troubleshoot. It runs ok, but i would like to restore it.
