Can Access Internet with one logon but not another - why?

I have Windows XP Professional, version 5.1, service pack 3

I can access the internet with both internet explorer and firefox under the administrator logon but under the second logon I have, internet explorer says it can't connect and firefox says "proxy server is refusing connections". I can't run the diagnostics under the second logon because it doesn't have administrator privileges and there's no problem to diagnose under the administrator logon. Can someone help me figure out how to access the internet on the second logon?

Does your secondary user has administrative rights?

if not, then give it administrative rights and everything will be back to the way as you wanted.

You have a security setting that allows only admins internet access. this website may help you find where to change the setting.
