Can't open programs, wants to know what programs to use

Something has gone haywire. All of my icons have gone blank and when I click to open a program such as Firefox, MS Publisher, Outlook or even Malwarebytes I get a screen asking me which program I want to use to open 'this' program. I can't even do a system restore because it doesn't know how to open ANY .exe file. Tried to run MBAM in safe mode and still nothing. Where in the world do I even start? The only way I got to the IE8 webpage is by trying to open a program and telling it to search for an appropriate program on the web.

Have you tried using system file checker? This sounds like your windows explorer is corrupt. Do you have a restore disk that you can use?
