At&t U-Verse + Hoax Speeds

I have AT&T U-verse, I'm paying for 12 MB/s Download And 3 MB/s Upload. My Current Speeds are 1.9 Download and 1.4 Upload. I hear a lot of talk about At&t and how they are a horrible ISP. I'm going to be discontinuing their servers ASAP but as of now I could really use some help.. I need to know if their are any ways that I can get my speeds back to where they were at a week ago when I first got At&t? I'm a "gamebattles" professional gamer and I need help as soon as possible before I miss some important tournaments coming up soon. Thank you.
