Can't run some programs in Win 7

First noticed problems when I tried to download and run an app. (I don't believe there is an issue with the app. From trusted vendor) It wouldn't open the window as expected but the process was running in task manager. Tried another one and got the same thing. Decided to run a scan on Norton 360, but nothing happened when I clicked although process appeared to be running. Tried other anti-virus with similar results.

Re-started computer in safe mode with networking. In safe mode I was able to run Norton, malawarebytes and sfc scannow. None of them found any issues.

The problem remains. Any ideas?
