Clean WINDOWS XP Install Error

I purchased a new hard drive (internal) and new version of Windows XP home edition. I installed the Hard Drive and then installed Windows XP. After XP copied all the files the system reboots and then I get the error
"Windows could not start because the following file is missing or corrupt :<windows root>\system 32\hal.dll Please reinstall the above file."

I reformatted the hard drive and tried to reinstall 2 more times... same error.
Someone PLEASE HELP!

what did you use to partition and format the drive?

Did you use quick format or normal format?

I did the Quick the first time then I did the normal the second. Also...I was not sure if XP could format the full 200gig hard drive so I select to allow it to do the lesser amount 157 or somthing like that.
