GPU Usage at 0% for SLI'd GTX 280's

Every Monitoriong software I use to watch the activity of my GTX 280's in SLI suddenly display the GPU Usage as 0.

This started today after I used PowerMizer to set the Performance State of the cards to 0(Max) after I found that they were being run at 8(300mhz core clock instead of 710mhz) while gaming. First, only one card was being utilized so I restarted my system, now neither card displays any activity, but I do know they are working from the temp increase when benchmarking.

Anyone know why tools like EVGA Precision, GPU Shark etc. would display 0 % Utilization under load, when I know they are indeed working?

Any input would be hugely appreciated.
